Imperialismo e guerra :: Palestina occupata

Intorno alla Corte internazionale di giustizia dell’Aja, tanto clamore. E oltre il clamore? (italiano – english)

La denuncia di genocidio contro lo stato di Israele che il Sud Africa ha presentato davanti alla Corte Internazionale di Giustizia dell’Aja, un organismo collaterale delle Nazioni Unite, sta suscitando un certo clamore, e nel mondo palestinese (e non solo) anche una certa speranza (*). La cosa è comprensibile, dato che finora – se si eccettuano alcune dichiarazioni delle autorità dell’Iran e della Turchia, tra le meno abilitate, peraltro, a deprecare i massacri degli oppressi, essendone esse stesse specialiste – nessuno stato al mondo ha preso iniziative di una minima rilevanza pratica contro lo stato di Israele. Cessazione di forniture di petrolio? Cessazione di forniture di armi? Blocco delle forniture di cibo (i pomodori giordani, tanto per dire), o di altre merci? Rottura reale (non simulata) delle relazioni diplomatiche? Zero spaccato. Anche – ovviamente – da parte dei paesi che per alcuni tonti, o finti fonti, sarebbero “anti-imperialisti” (magari senza saperlo), quali Cina e Russia.

Anche se i nostrani kampisti, a libro paga o meno, hanno fatto finta di nulla, l’ultimo bell’aiuto ad Israele, sul piano diplomatico e militare, è venuto proprio proprio da Cina e Russia. Questi due stati, infatti, hanno lasciato passare mercoledì scorso, al Consiglio di sicurezza dell’ONU – con la loro astensione – la risoluzione presentata da Stati Uniti e Giappone che “condanna fermamente” le azioni nel Mar Rosso dei ribelli Houthi dello Yemen, tra i pochi a dare un vero aiuto materiale, militare alla resistenza palestinese, e ordina “l’immediata cessazione” di questi attacchi contro le navi mercantili. La Russia si è astenuta; non ha voluto usare il proprio diritto di veto, lasciando così passare la risoluzione anti-Houthi e anti-Palestinesi, nonostante i suoi emendamenti fossero stati bocciati. Della Cina neanche a parlarne: i traffici e gli affari al di sopra di tutto, guai a danneggiare anche solo per qualche giorno i suoi commerci internazionali e le sue imprese.

Passato appena il tempo di individuare i bottoni giusti da premere, sono partiti i ripetuti bombardamenti USA e GB su diverse postazioni degli Houthi e su alcune città dello Yemen, mentre Washington e Londra minacciavano i fieri ribelli yemeniti di punizioni molto più severe. Questi bombardamenti erano nell’aria. Tanti giornalistucoli ne avevano scritto. Solo i potenti Putin e Xi non ne erano informati? Impossibile crederlo. Com’è impossibile credere alla sorpresa di Mosca che, dopo aver autorizzato la risoluzione finalizzata a dare il via libera ai bombardamenti, ha emesso poi una nota di critica ai bombardatori…

In un contesto statuale mondiale così ostile, si comprende perché molti palestinesi, lo ha fatto la stessa Hamas in un suo comunicato, si aspettino qualcosa dalla Corte. L’impatto simbolico, e per certi versi anche politico, della denuncia di genocidio è innegabile, perché – se non andiamo errati – è la prima volta, dalla sua fondazione, che sul banco degli imputati siede uno stato capitalista e colonialista (due facce della stessa medaglia) sostenuto in modo intransigente da stati imperialisti di primissimo rango. Un evento che si lega all’inarrestabile declino degli Stati Uniti e del campo occidentale, e alla crescente autonomia di una serie di paesi del Sud del mondo rispetto alle vecchie potenze coloniali – insieme al Sud Africa hanno sottoscritto il ricorso Bolivia, Nicaragua, Malaysia, Iran, Pakistan, Bangladesh, Turchia, Arabia saudita, Marocco, Giordania, etc., insomma perfino alcuni stati apertamente collaborazionisti con Israele. Stati capitalistici divenuti improvvisamente sensibili ai “diritti umani”? Macché. Anche dietro questa chiamata in causa della Corte dell’Aja c’è la potenza delle piazze pro-Palestina, così come è la straordinaria mobilitazione popolare yemenita ad avere indotto il governo di Sanaa a lanciare una sfida coraggiosa agli Stati Uniti.

Poiché i simboli hanno la loro importanza, il danno per l’immagine internazionale di Israele c’è. Ma ci sia permesso dubitare che per questa via – come ha ventilato il macellaio delle popolazioni curde Ergodan – si possa arrivare al cessate il fuoco e alla fine del massacro. Se davvero volessero questo, gli stati sottoscrittori avrebbero avuto, e avrebbero ancora, a propria disposizione armi economiche, politiche e diplomatiche assai, assai, assai più efficaci e immediate – il sabotaggio della macchina bellica sionista, che era ed è alla loro portata, nonostante i massicci aiuti statunitensi ed europei, sarebbe stato micidiale.

Ci sono decine e decine di risoluzioni dell’ONU contrarie ad Israele con cui i governi sionisti si sono puliti il sedere per più di 70 anni (lo sa anche un mite sacerdote di Bolzano…), improbabile davvero che si fermino davanti ad un’eventuale decisione in tempi brevi della Corte (tutta da vedere). La macchina bellica sionista e occidentale sarà fermata e sconfitta solo dalla forza combinata della resistenza palestinese e dell’azione di sostegno delle grandi masse sfruttate del Medio Oriente e del mondo intero che si sono mobilitate per la causa della liberazione della Palestina! E’ vitale che questa azione di sostegno non si lasci distrarre e frenare da questo “processo” istituzionale.

There is a lot of fuss around the International Court of Justice in The Hague. And beyond the fuss?

The complaint of genocide against the state of Israel that South Africa presented before the International Court of Justice in The Hague, a collateral body of the United Nations, is causing a certain fuss, and in the Palestinian world (and not only) also a certain hope. This is understandable, given that so far – with the exception of some declarations by the authorities of Iran and Turkey, among the least authorized, moreover, to deprecate the massacres of the oppressed, being themselves specialists in it – no state in the world has taken initiatives with minimal practical relevance against the state of Israel. Cessation of oil supplies? Cessation of arms supplies? Blockade of food supplies (Jordanian tomatoes, for example), or of other goods? Real (not simulated) rupture of diplomatic relations? Zero split. Also – obviously – from countries that according to some idiots, or fake idiots, are “anti-imperialist” (perhaps without knowing it), such as China and Russia.

Even if the supporters of a “multilateral” (iper-capitalist) world remain silent on this fact, the last bit of help to Israel, on a diplomatic and military level, came from China and Russia. These two states, in fact, allowed with their abstention the resolution presented by the United States and Japan to pass through the UN Security Council last Wednesday, which “strongly condemns” the actions of Yemen’s Houthi rebels in the Red Sea, among the few to give real material, military help to the Palestinian resistance, and orders the “immediate cessation” of these attacks against merchant ships. Russia abstained; Moscow did not want to use his veto right, thus allowing the anti-Houthi and anti-Palestinian resolution to pass, despite his amendments having been rejected. There’s no need to talk about China: trade and business above all, beware of not damaging its international trade and businesses even for just a few days.

As soon as the time had passed to identify the right buttons to press, the repeated US and UK bombings began on various Houthi positions and on some cities in Yemen, while Washington and London threatened the proud Yemeni rebels with much more severe punishment. These bombings were in the air. Many journalists had written about it. Were only the powerful Putin and Xi unaware of this? Impossible to believe. It is impossible too to believe Moscow’s surprise which, after having authorized the resolution aimed at giving the green light to the bombings, then issued a note criticizing the bombers…

In such a hostile global state context, it is understandable why many Palestinians, as Hamas itself did in a statement, expect something from the Court. The symbolic, and in some ways also political, impact of the denunciation of genocide is undeniable, because – if we are not mistaken – it is the first time, since its foundation, that a capitalist and colonialist state supported in an intransigent manner by imperialist states of the highest rank, sits in the dock. An event that is linked to the unstoppable decline of the United States and the Western camp, and to the growing autonomy of a series of countries in the South of the world towards the old colonial powers – together with South Africa Bolivia, Nicaragua, Malaysia, Iran, Pakistan, Bangladesh, Turkey, Saudi Arabia, Morocco, Jordan, etc., in short, even some states that historically have been openly collaborators with Israel. Capitalist states suddenly become sensitive to “human rights”? Nope. Also behind this call into question the Hague Court is the power of the pro-Palestine streets, just as it is the extraordinary Yemeni popular mobilization that has induced the Sanaa government to launch a courageous challenge to the United States.

Since symbols have their importance, there is damage to Israel’s international image, sure. But we are allowed to doubt that this way – as the butcher of the Kurdish populations Ergodan has suggested – will lead to a ceasefire and an end to the massacre. If they really wanted this, the signatory states would have had, and still have, much, much, much more effective and immediate economic, political and diplomatic weapons at their disposal – the sabotage of the Zionist war machine, which was and is within their reach, despite massive US and European aid, would have been deadly.

There are dozens and dozens of UN resolutions against Israel with which the Zionist governments have wiped their bottoms for more than 70 years, it is really unlikely that they will stop in front of a possible decision from the Court in the short term (to be seen). The Zionist and Western war machine will be stopped and defeated only by the combined strength of the Palestinian resistance and the supporting action of the great exploited masses of the Middle East and the entire world who have mobilized for the cause of the liberation of Palestine! It is vital that this support action does not allow itself to be distracted and held back by this institutional “process”.
